Captain Mark Patton Is Relieved by Captain Paul Marconi

 

"At the time of turning over command, the commanding officer relieved will call hands to muster, read the orders of detachment and turn over the command to his or her relief, who will read the orders of relief and assumed command."

 

The change of command ceremony is a time-honored Navy tradition which formally restates the continuity of command to the officers and personnel of the command.  It is a formal ritual conducted before the assembled company of the command.  The change of command ceremony is unique in the world today, in that it is the transfer of total responsibility, authority and accountability from one individual to another.

Captain Mark D. Patton's Service & Awards

Captain Mark D. Patton, the son of Brigadier General, and Mrs. David Patton, USAF retired, was raised in several states and overseas locations but calls Cheyenne, Wyoming his home. 

 

He is a 1981 graduate of the United States Naval Academy, receiving a Bachelor of Science Degree in Oceanography, and in 1988 Graduate of the Naval Postgraduate School, where he earned Master of Science Degrees (with distinction) in Acoustic Engineering and Systems Technology for Anti-Submarine Warfare.

 

Captain Patton has had multiple fast attack submarine assignments, to include USS Atlanta (SSN 712), USS  Hawkbill (SSN 666) as an Engineer Officer and USS Jefferson City (SSN  759) as Executive Officer. 

 

Captain Patton commanded USS Topeka (SSN 754) from November 1998 to December 2000.  Under his command, USS Topeka participated in RIMPAC 2000 and deployed to the Western Pacific, receiving the Meritorious Unit Citation for Seventh Fleet operations.  While deployed, USS Topeka made a historic crossing of the equator and international date line at midnight on the eve of new-year 2000.

 

Captain Patton's other billets include sailing master of the Naval Academy yacht Hawke, Force Radiological Controls Officer for Commander Submarine Force Pacific, Deputy Executive Assistant to the Vice Chief of Naval Operations, Deputy Commander Submarine Squadron Three, and Chief Of Policy, Doctrine and International Affairs for Commander US Strategic Command.

 

Captain Patton's personal decorations include the Defense Superior Service Medal, Meritorious Service Medal with four gold stars, Navy Commendation Medal with three gold stars and the Navy Achievement Medal with one gold star.

 

Captain Paul A. Marconi's Service & Awards

Born in Tawas City, Michigan, Captain Paul Marconi graduated from Tufts University in 1984 with a Bachelor Of Science Degree in Chemical Engineering. His commissioning source was Navy Reserve Officer Training Corps.

 

Following completion of nuclear power training and the Submarine Officer Basic Course in February 1986, Captain Marconi reported to the Gold Crew of the USS Will Rogers (SSN 659).  During this tour, he served as Chemical and Radiological Controls Assistant, Reactor Controls Assistant, Communications Officer and Sonar Officer. 

 

He completed demonstration in shakedown operations and six strategic deterrent patrols.  In August 1989, he transferred to the Staff of Commander Submarine Group Eight in Naples, Italy, where he was a Staff Watch Officer until December 1991.

 

in June 1992, following completion of the Submarine Officer Advanced Course, Captain Marconi reported to you USS Providence (SSN 719) as Engineer Officer, where he completed deployments to the North Atlantic and Mediterranean Sea as well as a Depot Modernization Period at Charleston Naval Shipyard.  In September 1995, he was assigned to the staff of Commander Submarine Squadron Twenty-Two in La Maddalena, Italy, for duties as Material Officer.

 

In December 1997, Captain Marconi reported for duty aboard USS Houston (SSN 713) as Executive Officer  and completed a Western Pacific deployment.  He then reported to Naval Reactors in October 1999 where he served in the "Line Locker" as Assistant for Enlisted Matters to the Deputy Director.  During this tour, he completed a Master's Degree in Engineering Management at the Catholic University of America.

 

In September 2002, following completion of the Prospective Submarine Commanding Officer Course, Captain Marconi was assigned command of USS Olympia (SSN 717).  During command, he led USS Olympia on two six-month deployments to the Western Pacific and operations with the USS Carl Vinson carrier strike group.

 

In August 2005, Captain Marconi reported to Commander Pacific Fleet for duty at Senior Board Member of the Pacific Fleet Nuclear Propulsion Examining Board where he conducted reactor safeguards examinations and over 25 nuclear powered warships.

 

In August 2006, Captain Marconi reported to the Office of the Secretary of Defense, where he directed international programs and served as Technical Advisor to Deputy Assistant to the Secretary of Defense for Nuclear Matters.

 

Captain Marconi's personal decorations include the Legion of Merit Medal (two awards), Meritorious Service Medal (two awards), the Navy Commendation Medal (five awards) and the Navy Achievement Medal (four awards).

 

Captain Marconi and his wife, have two children, Valeria and Sara, and reside at the Point Loma Naval Base, California.
